Don Bousquet

I saw a t-shirt in Job Lot today with a Don Bousquet cartoon on it. I would have bought it, but it was a large. Anyway, I'm wondering if any one understands it. It was a drawing of a raccoon, who was wearing "G.O.P. in '94" button. Underneath the illustration it just said "Newport Resident." Any of you Rhode Islanders get this?
