Don't go there. Not if it is for your costume mentioned in the last post. They won't give the right look.
Just cut out a piece of fabric the length of your piece at hte front, plus a generous seam allowance. add iron on stiffening. If not stiff enough, add a piece of canvas. the dimension of your penant bit. Fold and iron edges over. (like contact on a book)add a bit of cord running along the top edge, under the sewing or glueing. For a fancy job, make two of these and glue or sew together, stitching on the outside. Decorate.
Use cord to tie to either a belt or annother cord with a fancy bit between cords. A bit of gold painted cardboard would probably work if it's only going to be used once.
