I know it hurts, but there's really nothing you can do. I think right now, she's rather scared, nervous, and inexperienced. What she needs to do is get through several more of these pseudo-relationships before she finally figures out what she wants and is willing to take more risk to get what she wants (and maybe go through the same thing you're going through to know how painful it is on the other side). That could take months or years, depending on how much she thinks about the situation and what happens to her in the meantime. You may or may not be what she wants, but that doesn't matter because she wouldn't freely accept getting involved at the moment. I think that's the only thing that's holding her back.
