Say you're out on a hike with your child (10-17 year range) and you come across an individual who has handcuffs on; he is near another individual who claims that guy requires 911-backup (of the dangerous-to-your-being type). The dangerous guy is in handcuffs and, if I'm understanding correctly, in the custody of some sort of official who called for backup? I would follow the instructions of the official. I might offer him my gun if he didn't have one himself, but shooting the person he has in custody wouldn't be an option that would occur to me.

The official unfortunately died right after the initial request to call 911 happened. And then things just got worse ;)

Ah. Well, unless the handcuffed person gets loose somehow, I don't see how you can justify just shooting him.

Oh, wait. Maybe you are saying he *is* loose.

I wouldn't shoot him unless he failed to obey my orders, which would be for him to get on the ground and not move until the law gets there.

But yeah, given he's already threatened our lives, if he made a move toward me or my kid, and the law enforcement person was unable to do anything to stop him, I would have no problem shooting him. I probably wouldn't try to kill him, though, not knowing why he was wanted. He might have vital information.
