I just friended someone and it didn't say that for me. In fact, it said the following:

"When you friend someone:

* you can read their journal entries on your friends page
* they can read your friends-only entries"

Which is exactly like it is supposed to work. So, that may be a bad translation and should probably be reported to LJ.
