The Complete Art of Witchcraft by Sybil Leek - Lays the groundwork. This was the first book to discuss the Tenets of the Craft. Not without some bias by the author (skip the horrible chapter on homosexuality), but more challenging than most books out now.
A Witch Alone and Wild Witchcraft by Marian Green (more indepth than Cunningham's Wicca).
The Witches' Sabbats by Mike Nichols. A good overview. Not a "how-to", but a "why" book. Somewhat challenging.
