Just because I feel creative... 2 Harry Potter coloring tutorials. 100% translatable to PSP, but some of the steps aren't correct. I use Photoshop CS2.
HOW TO GO FROM THIS:

Take your base and crop it. I used
THIS cap from Mugglenet.com.
Screen your base a few times until it gets as light as you like it. Don't merge them yet; you may find out that you have to add or remove a screen layer later on.
New Fill Layer --> Fill it with a pale yellow/tan color, like #fff9dc, and set it to Color Burn, 100%.
New Fill Layer --> Fill it with a dark navy color, like #01024e, and set it to Exclursion, 80%.
Layer --> New Adjustment Layer --> Hue/Saturation/Lightness --> Saturation: +5
Then add this texture
made by
our_wreckage and set it to Overlay.
Now take a look at your icon so far. Are you happy with it? Is it light enough and stuff? If it is, merge the screen layers that are above your bottom layer (aka your base) down onto your base. It just tidies things up a bit and makes the next step a bit easier. And just for the record, I didn't say merge all your layers, just the screen layers you used to brighten up your base. Now, moving on...
Click on your base and then go to your rectangular selection tool. Select a part of your icon you want to copy. Umm, did that make sense? Well, in my icon I selected part of Harry. Once you've got your part selected, right click and 'New layer via Copy'. The selected part should be floating above your base. Excellent. Now take the Move Tool (the little arrow thingy) and move the selected part around until you get it where you want it. you might have to erase bits to make it fit (I know I did).
Now you can repeat the selection step again like I did in my icon, but its not entirely necessary. But come on, you can be creative. :D
And that's it! Once again, here's my final result:

Take your base and crop it.
Duplicate your base and Screen it until its light enough, blah blah blah.
Layer --> New Adjustment Layer --> Gradient Map
Select the gradient that goes from black to white, or white to black, whatever it is. Anyway, its the one where when you select it it turns your image black and white.
Then I took this texture
made by
lizabeth0606 and set it to Screen. I had to move it around using the Move Tool so it looked like it was circling Harry. Then I took the eraser and erased out the middle parts so that you could see him clearly.
Then I took this other texture
made by
lizabeth0606 and also set it to Screen. Once again, you'll probably have to move it around and erase the middle parts.
Flatten your image so you just have one base.
Duplicate your base and set it to Soft Light. You'll have to mess around with the opacity until it looks right.
I added the word 'Magic' in the font Sylfaen, 8pt.
Once again, here's my final result:
