To plan a massive, co-ordinated attack on several trains, and a bus would take at least multiple weeks, if not months to plan. The olympic decision was announced on wednesday. Between Wednesday afternoon and Friday morning, it would not be possible to create a large scale terrorist network inside of london, that could make something like this happen. The minute details alone would take a wealth of knowledge that at the very least, would have had to be prepared ahead of time.
While this info doesn't logically preclude your conclusion, it certainly seems like they would have had to have multiple networks set up depending on where the olympics went...and then only choose to bomb one city. Which doesn't seem optimal given terrorist objectives.
