At first, Gary is just your typical premature rival who bullies (namely Ash) from time to time. His initial impression is that of an arrogant prick, per se. He enjoys flaunting his talent and abilities to those around him, especially when it comes to knowing and raising pokemon. Just before the Johto league it was revealed that while Ash has "seen" more pokemon (by referring to Dexter), Gary "saw" less. His already vast knowledge of the subject meant he wasn't as dependent on the Pokedex his granfather gave him, so much so that while he did see less, he caught more pokemon. Over three times more pokemon than Ash caught.
Gary caught many pokemon and among them he raised strong teams. He believes in raising them efficiently. He even openly admitted that he switched out his pokemon on a daily basis, whether it be just to train them, or select a team fitted for whatever gym battle he was preparing for. Traditionally, when it comes to his own pokemon, his more mature side emerges. However, his methods normally mean less play and more training. Gary dedicates a lot of time into serious training.
As the series progresses, his method of showing off becomes less cocky and more stern. By the time he reaches the Johto league, Gary isn't as much of a troll as he is an actual challenge. Not to say he wasn't a challenge before hand, but his character development makes him a force to be reckoned with. The fact that he abandoned his cheer-leading fangirls and started traveling alone only enforces the fact that he's starting to take his path more seriously. His loyal Eevee evolved into a Umbreon (implying that most of their training was at night) and currently travels by Gary's side much like Ash's Pikachu, outside of its ball. Gary doesn't indulge in battles that he considers pointless. Battles that wouldn't benefit him OR the other trainer. If he's under this impression he will likely deny a battle that he's challenged with, and if necessary, he will state why.
His sheer arrogance also developed into some form of modesty. Rather than bragging about the fact that he was not only better than Ash, but everyone else too. He came to the realization that he needed more than just arrogance to be a good trainer, but modesty and kinship too. This was best shown when Gary stated that he might be the one to ask Ash for the battle one day, and later when Gary acted of his own accord and helped Ash with the power plant when Team Rocket stirred up some trouble. Gary understood that sometimes being modest and helping others who need help is what also makes a good trainer. He might even believe that he, too, will need help every once and awhile. Whether he will admit to this out loud is another story.
Along with his refined traits is his overall knowledge. It was already hinted that Gary didn't always need a pokedex to know what pokemon it was and how to handle it. For his age, Gary is extremely knowledgeable about the pokemon around him. This knowledge he ascertains doesn't just help him understand pokemon, but battle against them as well. While making his reappearance with his battle against a trainer who had Alakazam, Gary was able to predict which direction the hyper beam would attack from and promptly told Umbreon, so it could avoid getting hit. It's this teamwork and general understanding that helped them win the battle. Not just this one, but any one. Gary is much like a coach when it comes to pokemon battles. He doesn't just tell his pokemon to attack, but he coaches them through and encourages them.
He becomes less of a trollific, antagonistic rival and more of a distant ally/rival. Gary is one of those silent heroes who act without explanation, and sometimes it's difficult to tell whether he means well or not because of his lack of explanation. Gary wont even openly accept gratitude or credit. He will simply do what he believes and then move on. During the cross between arcs he thinks more about moving on ahead and learning along the way, but never dwelling on the fact. This seems the most obvious when Gary doesn't patronize Ash over being a the fourth best any longer. In fact when they were the only two from Pallet who made it to the Pokemon League, Gary probably saw him as more of an equal. Most of his reactions are calm and collected, he even acts rational despite frantic situations. He knows that freaking out jeopardizes progress and can make things worse.
Strengths:
Physical:
Gary, for a human, is rather healthy. He has no physical handicap condition or allergy to speak of, nor is he prone to injury. It's likely any trainer has a decent immune system. Out of all the traveling, rarely does Gary (or any of the other trainer for that matter) fall ill to sickness or diseases. The constant traveling at least keeps him in shape to some degree. He's also capable of sprinting for as long as needs, so long as the distance from A to B isn't ridiculously long. For some odd reason or another, Gary is exceptionally good at avoiding traps that are set out to catch people (also namely Ash.)
Mental/Emotional:
The most transparent strength of Gary's is his confidence in himself and his pokemon. His barks usually live up to his bites and he is never shown backing down from a challenge when one presents itself. In most cases, he will simply seek out the challenges himself and conquer them to prove his worth. He did earn ten badges before he even enrolled into the Pokemon league after all. It's this trait that emerges the most during his development between the end of his Kanto journey and half way through his Johto.
Another notable trait of his would be his bowl of knowledge regarding pokemon. Not exclusively pokemon either, but common sense as well. Gary also bears the drive to want to learn more and gain new experiences so that he may learn from them and become better. The fact that he is as successful as he is for a trainer is proof enough that he's in his own right intelligent. Gary also know's basic, if not more so, survival knowledge and is able to fend for himself. (Regardless of how young he is.) He is also capable of recognizing moods in the air and generally lacks bliss/oblivious nature. Usually he's always aware of the situation. When Ash had bragged about being the Orange league champion Gary bluntly stated that it did him no good against Team Rocket.
Weaknesses:
Physical:
In the end, Gary is just an average boy with no special abilities or physical talent. He bears no knowledge of proper self defense and is susceptible to anything that is thrown at him. All his pokemon do the battling for him, and when present in the middle of danger he is forced to rely on his pokemon. He is only human, and a human boy at that. Because of his age, just about anyone could overpower him, and it doesn't take a lot of effort to keep down. He's short with no muscle mass, and weak. Simple as that.
Mental/Emotional:
At times his arrogance is his own downfall. He has learned the hard way that overestimating himself will cause him to lose if he isn't careful. He suffered this problem twice, and the two not too far apart from each other. The first one during his battle with the Viridian Gym Leader, Giovanni (and his Mewtwo). Then the second in the Pokemon League with Melissa and her Golem. However, it was only after his loss in the Pokemon that he realized he needed to improve himself so he could also improve his pokemon. While his arrogance is still there, it's not as problematic as it use to be.
His general rivalry for Ash. It's a constant nag on his consciousness and when something doesn't go his way (such as losing) he never stops thinking about it. He is constantly reminded by himself, and this drive tends to consume him at times where he doesn't focus on anything else but to become better. Become stronger. Gary also has ridiculously high standards. He wont waste his time on things he believes are irrelevant, this makes Gary rather narrow-minded and prevents him from expanding in areas he needs. Like developing important bonds (outside of Pokemon) and making friends, or self indulging.

Tch, none of my pokemon are with me either. They were probably stolen from me. [Go figure.] I'll get to the bottom of this- hm. It's a journal, and with my name on it. Weird, it has entries from different people. [...] They seem to be replying to each other- this is no ordinary journal.
Oh! This entry has information in it.

The Malnosso? That explains what's going on. I wonder if Ash and his friends are here.
Third Person:
Shortly after Gary's arrival, he searched the immediate area of the forest with his journal in hand. To which he found nothing but vegetation all around. Although he expected that of a forest. It was unlike anything he encountered before, and that says a lot coming from the kind of place he lived in. The informational entry mentioned something about wings and how fragile they were. He took it upon himself to feel for these wings, and surely enough they were there. The entry also mentioned that when they come and go was beyond their will, and that just didn't sit right with Gary. He didn't like it when other people had more control over him than he did. However, bickering over it wasn't going to change anything. He would take the initiative instead, and make do the best he could while he was here. Perhaps even find a way out himself if it comes to that.
On another page he found a map of his location in the journal. With this he would be able to find his way to the village that was mentioned. It was a lengthy walk but with time and patience he eventually made it by following one of the rivers. "So this is Luceti." It was more populated than he imagined it to be.
There was no way this was Team Rocket's doing. He had his doubts about it being them. The longer he stayed here, the more he realized it was definitely a different organization running it. It claimed it was the Malnosso, but he never heard about them before now. It was also entirely possible he was on a different world altogether, but Gary wasn't sure he wasn't to believe that quite yet. Even that was a little far-fetched. "Other trainers might here." It was worth searching for them...since he would more than likely believe one of them over anyone else. The only way to efficiently do that was over the network, regardless of the fact if the feed was being tracked or not. Gary was no fool, he would simply refrain from revealing too much information while he asked for others.
