Only the unemployed are watching TV when these shows come on the air. Many of the unemployed are either black, women, old, old women, black women, old black women, etc.
There are more black judges because its fictional television. Everyone knows African-Americans are always on the receiving end of sentences.
Holly Evans used to be a man, which is why s/he's the only "female" bailiff.
Mathis and Devereux are hot for each other. Ferrer and Scott are not, however, because one of them is a minority.
