Mourning doves are birds, and the one is in the water so I suppose it meets the definition of a bird bath. Keep it filled with fresh water and soon other happy little birdies will be splashing around in it. Watching birds take a bath always makes me laugh, they look so happy and silly doing so.

the birds do use it to drink, but i have not seen them use it as a bath.
however, this little dove was just *sitting* in the bath. chillin. LOL

The dove was enjoying the bath. Perhaps it you need little magazines for the birds to read while they soak in the "tub"?

I'm surprised the dogs don't use it as a water dish.

silly, the dogs can't reach the bird bath.

Really? I figured if they put the front paws on the bath they could get to it by "standing up". Peerhaps I think your pooches are taller than they are. How's Marco doing?
