Given the nature of the comments I personally believe that he should step down for a time - on his own accord. That would show me that he realizes just how serious those comments were. Even though they were long ago, he is a person in a place of power, and comments like that are unacceptable. If he really has changed his attitude then his current actions towards the greater LGBT community should be taken into account, and allow him to be reinstated at a later time.
Do I believe he should be held at the same level as the others? No. For the exact same reason you gave. His statement was given 17 years ago, and time changes a person. Hopefully he can show Canada that he is truly sorry for his remarks.
I do urge Canada to be cautious in forgiving this man to quickly though. Unfortunately all that would show the younger generation is that homophobic comments are not taken as seriously as racial ones, and that is an extremely slippery slope that I would not want to be forced to try and climb.
