This is a zone-front dress, yes. It is not polonaise, that would require the skirt to be gathered up in poufs (at least, that has always been my understanding of polonaise dresses). My guess about that shoulder ruffle is that it is actually on the edge of a collar which widens in back, so the edge of the ruffle remains visible. I expect the back neck is cut fairly high. The hat is probably a fairly simple shape... I can't think of a picture off hand, but probably the crown is round or oval with a flat top, about 6-8" across, straight vertical sides 4-6" tall, and a flat brim, which you could shape with wire. Obviously, those are human-measurements, not doll measurements. I would make it out of buckram, wire the edge of the brim, and cover it with fabric. Then it's got puffs of ribbon and feathers and veil over it. The hat perches on the hair and is fastened with hat pins, rather than sitting down over the head as most modern hats do.

I had this portrait as a poster once i was young hanging in my room. I definately always have considered this to be a zone front dress cut like an anglaise in the back. I dont think it would have ben worn as a polonaise, the skirt dont make any signs of that.
The back is cut very low two, as you see how it curves back.
