The question is ridiculous because it presupposes a dualist paradigm. Moods are brain chemistry. The real question is: What determines brain chemistry? And as you point out, it's both nature (ie, genes) and external environmental stimuli. And you don't need to know anything about developmental neuroscience to see how the question is inherently flawed.
