For residents who are noncombatants or those who simply wish to avoid the current conflict: the outpost in the dead zone was built for just this reason. There is a teleport circle in the basement, which will take you to outside the northern powered outpost; the dead zone outpost is within brief walking distance of that and should provide basic amenities which you can take advantage of. There are not many rooms available, unfortunately, so it would behoove everyone to take tents and gear along for camping out, but it should be able to provide some basic amenities.
I was planning to start stockpiling food with Alexstrasza and Clark before this mess, but obviously that's not possible now. If people go out there, there will need to be some help and circulation back and forth between the castle so we can keep everyone fed.
You will also need keywords to use the teleport circle. Here they are: [insert keywords here :T this means they're all really public now, and probably impossible to keep track of who has them or not... but at least people who need them will have them available now.]
