Buffy wanted Xander to apologize for making fun of her boyfriend. To offer him the chance to prove he was contrite, Willow pretended that he could redo anything he regretted that day. Xander unexpectedly took the opportunity to kiss Willow, secure in the knowledge that he could take it back if she reacted unfavorably.

Make more sense now?

It does. I was largely confused by the second section, which seemed to suggest it was located in Season 8?????, where Buffy has been boyfriend-free.

(eta: and if it's not in Season 8, the trend of Xander's girlfriends all dying really horrible deaths hasn't really ramped up...)
