So you know how the garbage truck wakes me up every Tuesday, Thursday and Saturday at 6:37 AM with its reversing noise? I've tried complaining to 311 and to God knows how many agencies, but nothing has worked. They claim there's nothing they can do about the reversing noise and that they can't shut it off. Wait, you live in NYC and you're complaining about noise? :) That's like living in Texas and complaining about the heat.

I can pretty much handle anything except something high pitched right outside my window at 6:37 AM on a regular basis.

Can't. Wait. For. Suburbs.

I have a rule: you're either allowed to complain about cold or heat but not both. I complain about cold. And noise ;)

I lived in an apartment in Boston where this happened to me a couple times a week (one of the days was Saturday, as I recall). I found it really irritating, but I never thought to complain about it. Just seemed like one of the cons of living in a city I otherwise found a lot of pros to, so I just lived with it.

I do not know if you have researched that reversal-noise requirement - there is probably safety standards that require it but MAYBE there are stipulations like time blocks or areas of distance that you could check? I don't think the city is going to TELL you about any rights you have. That's just too customer service oriented to expect from local government. You'll have to ask someone in urban planning or something maybe.

But in my opinion, it's just something that comes with being in the city and there is probably little recourse.

We did research it a while back, and there are noise regulations about how early they can do this. We complained, and so they moved it to an hour later for a few weeks, which made all the difference in the world. One day, I had to leave the house at 7:40 and walked by the people and thanked them profusely for moving the time. This was evidently a mistake because, the next applicable day, they were back at 6:37. I was confused that me telling them how much I appreciated what they had done somehow may have changed their minds, so I gave up.

We're moving anyway (as this is a con in a long list of cons), but I just got so happy yesterday morning.
