The only thing i can think off right off is power consumption. maybe it always sends voltage to that port, even if there's nothing plugged in to it and so they're trying to save on the wattage used. It doesn't make a lot of sense, though as the most any HDD is pretty small. I'll ask our hardware guru and see what he says.
