Yes. It's not meant to be "shouting", though. I'm not sure if it's traditional (as in, something that was originally due to computing limitations and has persisted even after the limitations were gone) or if it has something to do with the software they use.

Well, I knew it wasn't shouting. It seems reminicent of older sci-fi where all computer output was as a printout in all caps.
