NOT MUCH CHANGES TOMORROW... BUT BY THURSDAY... THE PESKY UPPER LOW TO OUR WEST FINALLY - WE HOPE - GETS DISLODGED FROM THE SOUTHERN ROCKIES AND HEADS EAST.

THE UPPER LEVEL LOW WILL FINALLY MOVE EAST TOWARD THE SOUTHERN PLAINS TOMORROW AFTERNOON.

Yes. It's not meant to be "shouting", though. I'm not sure if it's traditional (as in, something that was originally due to computing limitations and has persisted even after the limitations were gone) or if it has something to do with the software they use.

Well, I knew it wasn't shouting. It seems reminicent of older sci-fi where all computer output was as a printout in all caps.
