It's best not to ask those sorts of questions. The deities require a 'price' for all answers given of that nature - and the price is always high.
I can answer three of your questions, I think. It seems that we are here simply because we are meant to be here. Or at least that is what the deity Sabine has said.
As for time, some say that they have spent years in their world when they have spent only hours or days away from the City. The same can be said in reverse as well.
Finally, I sing and play piano and harpsichord. Most else isn't proper for a lady.
There aren't really answers to most of your questions, just many theories.
The city brings us here and also sends as away. Outside of striking a deal with a deity to find a way back, which I can't recommend due to my own poor personal experience with it, there's really no way to control it. Time can flow faster, the same, or slower here than back on your homeworld. My research has shown that most people, no matter how long they've been in the city, tend to return to their world the same moment that they left. This isn't always the case, however.
It's been pretty much accepted that this place is some nexus situated in-between the worlds. The most popular theory is that we've been brought here to help stop the 'end of all the worlds' which is what that clock is always counting down to. Supposedly our emotions help fuel the city/reset the clock. Second most popular theory seems to be that we're just here for the deities/whoever's-in-charge/etc amusement.
Ah, I know quite a few people play the piano over at the Opera House?
Theories would be welcome as well. I don't particularly like being in such a strange, isolated place with no information.

I completely understand, but outside of the guides, people don't really seem interested in compiling information on this place. Perhaps because everything here seems so fickle? You've seen the various guides, right?
Yes, people come and go here all the time. Half the time when they return they have no memories of the place, are from a different time than before, or even seem like an entirely different version of themselves altogether. Sometimes when someone seems to have forgotten, bits and pieces of their memories will return to them over time.
And yes, the mechanism for the clock is underground beneath the carousel, but a forcefield prevents anyone from interacting with it directly. From the air the entire city looks like the face of a clock, with the twelve apartment buildings standing in for numbers.
One theory is that any strong emotion fuels the clock, another is that only negative emotions do it. I tend to believe the former. It's also theorized that the clock needs to be reset every year to stop the apocalypse. It's been
