Of course. It is impossible to prove, via the scientific method, that the scientific method is a VALID method for obtaining knowledge, much less the ONLY method. This is a purely philosophical position.

For example, basic arithmetic, and all if mathematics, is not subject to proof by hypothesis and observation. Number theory is ultimately a solely philosophical construct

I would probably call number theory a costruct of reason, rather than "philosophy" per se. And my argument is more with this bizarre and increasingly popular notion that the only justified true belief is that which is grounded in the scientific method -- rather than with the method itself. But, yes, reason/philosophy (or, one might assert, really good religion) entails an epistemic superset of science.
