Duplicate the base, bring it all the way to the top of all the layers, and set it to Soft Light at 50% opacity.

Make a Hue / Saturation Layer ( Layer->New Adjustment Layer-> Hue / Saturation ) with these settings :
Master :
Saturation : +21

( This is a optional step ) Make a New Layer ( Layer-> New-> Layer ) Use the Rectangular Marquee Tool, and fill it with a light green of #49ff00 and set it Screen at 100% of opacity ( Erase if there's anything on the face. ) Right click on layer and go to Blending Options-> Drop Shadow, make the opacity of the shadow at 32%.

I used some text on it =] I wrote " Jolie " using the Carnivalee Freakshow, in the size of 24 =] I dropped the shadow aswell and set the opacity at 47% and then stroked with the size at 3 and the color #55b6a3.
And you're done! =D This coloring goes with pretty much every color =] and any picture =D
