It would depend on the personality of those you are talking to as well. For some people arguing or a vigorous discussion is something they enjoy. Others would probably need encouragement to voice their opinion and I'm sure there's a large range of personalities in between the loud opiniated folks and the quiet fluttershies.
B, yeah I suppose in growing up where I did you had to be loud to be heard, I had a lot to yell about as a teenager but once I left highschool I kind of sat down and didn't have much to say, spent my first few years in the city pretty much keeping to myself. I interacted on a couple of forums [ at0mic and justcommodores ] but while the two communities were interesting, I felt entirely out of place personality wise. Second life was a turning point where I wound up opening up, having more open and relatable discussions, I still happen upon the odd interesting person there, and SL was one of the driving factors to me taking up the furry fandom. these days I trade banter with old friends that I still have contact with and through dipping my paws into the mlp tumblr thing, I have struck discussions with a intelligent if shy person, the tricky part in talking is to find topics of interest without imposing so much as to spook the poor person. The most direct way would be of course "What do you think of ?"
Or to point it towards an aspect of it. "What were they thinking when doing ...?"
I'm not too sure really. Lots of possible starting points.
