maybe, maybe not... but for as long as ive known her thats all she has been doing for work, and doing it out of her apt.
Being a low income, single mother tends to restrict the things you can and cant do.

is she not a very good artist? or is the market too small there? I know plenty of single mothers who are living in buildings rather than cars.
