If you were the kind of person who didn't care if people liked you or not, I would say go ahead and tattle on her. Since you're not, though, I agree with you- while it is completely wrong for her to sign in as earlier than she actually came in, it's not worth the ruckus it would probably cause if you were to tell HR.
