Bicycle parts can be made here, if they aren't already. Commuter bicycles are much cheaper than a scooter, require no gasoline, and their parts generally last much longer than scooter parts do. The downside is they're miserable climbing hills and can tire you out on the journey to work to the point that the rider can't work effectively once they get there, leading to losing the job in question, making the commute, and thus the vehicle, irrelevant.

Since steel is easy to come by, I suspect we'll just make bicycles till we get sick of them, and then gradually upgrade to domestic scooters. The down side is it may be some time before the domestic scooters get built and common enough to be cheap; too cheap to steal. The key utility of a scooter is that you can park it wherever and nobody will throw it in the back of their pickup truck or hotwire it and go. The key advantage of the bicycle is if it's cheap and heavy enough nobody will bother. There have to be millions of scooters to reach that point of indifference by thieves.
