Your use of the future tense implies that the military has not tested chemical or biological weapons on the citizenry. I'm not even remotely an X-Files punk, but I don't have that much confidence in the military's desire to tell the truth on anything, period.

I didn't know about this story, but I'm not in the least surprised.
