Me: "So, I was thinking about hanging the new bird feeder by attaching it to a metal plant hook -- you know, the ones shaped like shepherd's crooks made of thick wire -- and then attaching that to the deck railing. Any idea how we'd attach it to the railing

I suggest 3 or 4 eye-bolts that are just the right size to hold the plant hook. They tend to stay put better than duct tape.
