Timeline: A while after another RP sent everyone home, but shortly after Chapter 240 of his actual canon!

~*Magical*~ abilities and strengths:
Hyobu is a esper! One with multiple powers, so I'll just list off the ones he has access to to make this simple:
Telekinesis: THE BIG ONE. Hyobu is a master at using telekinesis. He can use it to levitate himself or others to fly at high speeds, to cut something with deadly accuracy, to fix internal wounds, to cause internal wounds, or even to fire off a giant blast of psychic energy. The uses of this ability alone are near limitless, and he almost always is making use of it as he has a tendency to travel by hovering around from place to place rather than walking.
Telepathy: Self-explanatory! He can read minds, send his thoughts into someone else's head, or even dig around really deep. He is also capable of altering a persons memories using this in combination with his psychometry and hypnosis.
Teleportation: Again, self-explanatory! He can be in one place one second, then another the next. He can cover miles at a time using this, or just extremely short distances in rapid succession.
Psychometry: The ability to read and object and know everything about it. This applies to pretty much anything, from weapons, to a place, to even a crime scene. It also lets him find the most effecient way to use an item, for example if he were to use it while holding a gun? He could make the perfect shot with it provided his reaction time was up to speed. Which it would be. Finally, it even doubles as another way to read minds, so when he gets hands on with you and starts digging around in your head? You're pretty much an open book.
Hypnosis: Hypno is a very useful thing. It lets you do things such as make yourself look like another person to all those around you, make someone else look like another person... Or even force someone to do something they normally wouldn't. It can even be used to completely control someone else down to what they say and do, provided they don't have any type of resistance against that kind of thing. Even if they do, Hyobu can still force it provided he catches someone off guard.
He also has full military training, is skilled in various forms of hand-to-hand combat and firearms, and is generally just very overpowered.
How would they use their abilities?:
To mess with people, primarily! Hyobu is not shy about using his powers to harass, torment, or even flat out drive people insane to the point of snapping at him. In most cases when he drives people that far he will cackle and teleport off leaving them seething and angry at him. However! He also is not shy about flat out killing people with his powers should someone push the wrong buttons, so there is definitely the possibility that he will end up killing people should he become irked.
Should he ever get in a fight, however? The odds are he will show zero mercy and either go for a flat out kill or a severely crippling injury. If they're lucky, however, he'll just screw them over in a complete dickish way instead. At least until he finds out whether or not the prisons on the Thor are equipped with ESP countermeasures that would stop him from casually teleporting out of them.
Appearance:
To start with, have a

Now then! Let me start by saying Hyobu is eighty-three. Yeah, that's right. He's an old man. However! He stopped his aging when he was in his twenties, so he does have the appearance of a guy in his late twenties. The only actual sign of how old he is is the fact that his once black hair is now solid gray all across the board. Furthermore, his once blue eyes are also now a solid, almost jet black. There are times when they appear blue, but it is always a very dark, tainted blue.
Physically? Hyobu is in pretty good shape for a guy his age. He's well built, has an above average muscular build-- while not nowhere near being 'ripped', despite what some art will show you. Just the usual muscle tone one would acquire from being in the military. Also? He has a scar from a bullet wound on his forehead, along with two more on his chest. The way he has his hair usually hides the one on his forehead, though he is far from ashamed of it. Rather, it is a reminder of who he is now.
As for how he dresses, he always wears a rather old-school Japanese school uniform. Solid black, buttons down the middle, the kind you always see in old anime. And really, that's it. It takes someone forcibly making him to change, or if he's going to a very important meeting for one of the companies that P.A.N.D.R.A. owns.
Background:
Imagine if you will, a world where espers are spread out all across the Earth! A veritable boat load of psychokinetics, mind readers, teleporters, clairvoyants and all the things that a stage magician can only dream of! Now imagine three organizations at battle, B.A.B.E.L. the folks trying to keep espers safe and using their powers for the good of the world, P.A.N.D.R.A, the all Esper group who wants to fuck over every non-esper in the world, and Black Phantom, the shady organization that uses mind-controlled espers as their puppets of evil.
Got that all visualized? Then you now have the basic setting for Zettai Karen Children.
The main plot, however, follows three ten-year-old girls, code named "The Children", and the poor bastard who has to take all their abuse and attempts at molestation all while making sure they don't grow up to be evil devils who will rule the world. ... no, really! The three young girls, Kaoru Akashi, Shiho Sannomiya, and Aoi Nogami are all level 7 espers, level 7 meaning they are the strongest level of esper out there. And the three of them quite literally have a 50/50 chance of growing up to be either angels or devils. A chance that Koichi Minamoto-- the previously mentioned poor bastard in charge of them-- is trying to push toward angels, or else oops he's going to end up killing Kaoru in the future, 'cause a clairvoyant dolphin told him so. Thus begins Minamoto's adventures in dealing with 10 year old super powered brats.
HOWEVER. This app is about Hyobu, so let's get to his past.
Hyobu was once a pure and innocent youth, adopted by a nice family who took him in due to his promise as a esper. Unfortunately, said family had a daughter already named Fujiko, who saw it fit to use her ~*~natural talent as a dominatrix~*~ to drive Hyobu insane and constantly harass him growing up. Standard fare for a brother/sister relationship in this setting, really.
Eventually, however, when their skills were developed enough the two of them were enlisted in the Japanese army. Specifically they were in a special task force comprised entirely of espers, run by a commander who Hyobu looked up to and respected more than anyone in the world. Of course, this was around the time of World War II, so being in the Japanese army? Well... Hiroshima is not something that could be stopped.
Immediately after the bombing, Hyobu went to his commander, who told him that they were going to surrender. This was not cool with Hyobu, but it wasn't really his place to say! However an even more startling revelation came about during this meeting, as thanks to using the brain of a dead dolphin with precognitive abilities, they had learned that Hyobu would eventually lead the increasing number of espers and destroy the world with them. After telling Hyobu this, his commander-- the one man who he trusted and respected more than anyone-- pulled a gun on him, called him and all the espers monsters, and shot him twice in the chest, then once more right in the forehead.
Unfortunately for his commander, this miraculously did not kill him, as he rose back up and splattered his head across the wall with his mind. Surprisingly, getting shot in the head set a very deep seated hatred in Hyobu for all normals and thus they orchestrated the start of their own dolphin predicted future by trying to prevent it.
This event is what lead him to form the group P.A.N.D.R.A., to rally espers who share the same grim outlook on normals as him. Or in some cases, as he did over many years, just save any espers who are being tormented by unfair treatment or that happen to be stuck in the wrong place at the wrong time. Hyobu welcomed any and all espers, regardless of their background. Provided they weren't dicks to other espers, that is. PANDRA might be a criminal organization, but every esper within it is pretty much like family to each other. It has a lot of young kids in it, and I mean under ten years old young here. Espers are espers, regardless of age.
Now then, many years after his forming of P.A.N.D.R.A., Hyobu learned of a very special future from that dead dolphin brain who predicted him destroying the world. As it turns out, Kaoru Akashi, one of the three main girls would grow up to be the "Queen of Catastrophe", a esper powerful enough to be perfect for ruling espers as whole, even more so than he was. Thus Hyobu has made it his mission to guide Kaoru, Shiho and Aoi down the path to turning to that 'devil' side of things as previously mentioned. Using whatever means is necessary. Baring a few... special exceptions that would make them outright hate him, that is. His devotion, however, lies heavily upon Kaoru more than the other two-- as he truly believes her to be his soul mate, the perfect esper who is suited to being his queen and helping him reach his goal of wiping the 'normals' from the face of the Earth.
Personality:
Hyobu is a dick. There is no debating this fact, he is in generally not a nice guy to those who he meets. However, he is a pleasant dick. The kind of guy who will say you're an insignificant speck who he could be rid of with a flick of his wrist while wearing a charming (yet creepy) smile on his face. However, at the same time, he is also extremely childish. He might have lost his innocence due to a bullet to the brain, but he pretty much refuses to grow up and act his age. Which might be a good thing, considering he's actually eighty three years old.
That said, while Hyobu will always put up a pleasant-- if not somewhat snide and childish front-- when meeting people or just being social in general, there are a few exceptions to this.
If you happen to be an esper? He will be your best friend. Hyobu is extremely bias when it comes to this fact. He will be genuinely friendly, polite, kind and even caring if you happen to be one. That isn't to say this is exclusive just to espers, as long as you aren't just 'normal' and are mildly interesting, he'll be quite friendly to the point that he won't ever threaten to kill you outright. However, if you happen to be completely against his moral standing? Don't expect his friendly tone to last very long. Oh, the other exception to his usual behavior? Children. Hyobu has a soft spot for kids! And I do mean kids. Not teenagers, little kids who are ten years or younger just make him be a genuinely nice guy.
Moving on, there is one more thing worth mentioning about Hyobu. That would be the fact that his morality is pretty much centered in the 'I can casually mention murdering people' area. He is very okay with outright killing someone who presses his buttons the wrong way, or just flat out annoys him to the point of frustration. In that second instance, however, he is more likely to put them through an even worse scenario. Making full use of his various abilities to show them just how hellish he can make their life. I.E. using his hypno powers on them to force them to do something they would never do themselves.
Finally? While Hyobu utterly despises normals, depending on the personality of the person in question and if they can look past his troll-like personality, it is possible for him to come to like a normal person. Unfortunately, when he likes someone in that sense, he teases and pokes fun at them constantly.

I will be continuing Hyobu's history from
i_s_l_a_n_d_rp. It was a game he chilled out in until it eventually closed down, which means he would technically be from his normal world, just a short time after finally getting free from the island. The game itself was very relaxed, day-to-day antics and was full of the usual strange events and thrived on CR.
Hyobu was only mildly caught off guard by the place as a whole, as given his abilities, he could quickly adapt to the circumstances, barring the few times his powers were locked down. That being said, the majority of his relationships in game were relatively superficial, in the sense that he was pleasant, read a few of their minds, but generally didn't dig too deep so he wouldn't know any canon shattering information on anyone barring a very select few individuals. He tried not to get attached. Even then, it's info he could dig up on his own with just a quick probe of the mind. That said, there is one person who he had a more significant attachment to! That person being Lambdadelta, who is also being applied for this round! He regarded her as the most entertaining person on the island, and they shared a mansion and had a very teasing friendship.
Overall, nothing incredibly life-altering happened to Hyobu there. At best it will make him chuckle knowingly if he runs into certain characters, but beyond that, he might know a few names or make a few jokes they won't fully understand. Like I said, it was very day-to-day and most of his CR was just casual chatting. If you want more info, just say so and I'll ramble a bit more.

Hello there, Thor! I have to admit, this is hardly how I expected to be spending my first "proper" trip in space. I always imagined a trip to the moon, complete with the whole 'one giant step for mankind' and all that. Though I would hardly call myself part of mankind as a whole... I'm far above just being a member of that lot. I have standards to live up to!
*A small cackle escapes him as he walks away from the video screen, it remaining firmly positioned in mid-air as he looks about.*
Though the accommodations for newcomers...? Hardly up to snuff. Last time I was whisked away like this I at least had a nice view of the beach! All I have here is a nice view of what it's like to be lower class. To think, I had a entire cruise ship at my disposal only a few short hours ago... A shame currency isn't universal, or this whole affair would be over already.
*Hyobu flicks his finger forward, the guide zipping around in front of him.*
So! I believe I will go acquire myself a more... suitable area. That's allowed, correct? I might not have connections here, but, well... *His form begins to quickly shift about, as he shuffles his appearance from various refugees one at a time, before solidifying back on his own.* There's always some options during times of desperation like this.

This was a extremely frustrating day for Hyobu Kyosuke. ... Then again, could you even call it day, when you're sailing through space in a giant iron casket packed to the brim with refugees from who knows where? That's a question for another time, yes.
Regardless of the conundrum regarding a stable night/day cycle, Hyobu firmly tapped the side of his head in what most would see as a act of style. Or perhaps a habit, depending on your interpretation. But to him it was a act of proving his dominance. In what matter? Why, given the poor fool who was currently filling out his paperwork? It was a clear sign of the mental type.
"How depressing... To go right from a year-long vacation, to a full-shift, straight to being fired. If there's some omnipotent being out there pulling strings to delay my set future, I'm starting to believe they deserve a bit more than just a stern boot to the ass." He paused briefly, shooting a firm glare into the back of the his own puppet, who was continuing his role as secretary. "Furthermore, to think that the all knowing brain of a dead dolphin couldn't predict the planet being completely destroyed... Heh... What a bad joke."
Really now. That his all knowing, 100% accurate dead dolphin brain in a box didn't see this coming? It was the real insult about this whole thing. He had been abducted to a strange place before, sure. But at least during that he knew his criminal organization was not only in good hands, but would be waiting for him to return to it. In this case, all he had to return to was absolutely nothing.
Wait a moment... Now there was a thought. He had to single handedly build up the money to rebuild his planet... That was what he read from those 'veterans' whom he delved into when they weren't paying attention, at least. If that was the case... Wouldn't this be considered a chance, of sorts? Certainly it was a giant loss. But at the same time, if he could have any say in the reconstruction at all...
The esper began to cackle, slowly building up to a firm, maniacal sounding laugh. Sure it earned him a few wary glances, but that was nothing new.
"All right, Thor... I'll throw my chips in. But when I'm done with this little fundraiser, there's going to be a big difference in the final product it was all pushing to support..."
One that would hopefully make his ideal world a simple matter of checking a box on a list of features desired for the planet he wished to dominate.
