When you create a Dreamwidth account, you'll either have to get a paid account or use a code: https://www.dreamwidth.org/create :)

one of my fb friends has several codes, but i don't know why i should get a dw when i already have an lj.

No reason - if you don't feel the need to get a DW, you obviously don't have to get one :) Some people like DW more than LJ, some like having two separate journals (one for downloads and the other one for random things, for example) etc.
