Was always an urban myth that it wouldn't... 112 became part of the GSM standard after the EU made it the standard emergency number, outside of the EU it just forwards to 000 so either works. Mobiles have interesting behaviour with the emergency numbers... not only will 000 override key locks and work without a sim but the handset will also grab any available network so even if you currently lack coverage but another network is available you can still dial out (nb not all of these features available on older handsets)

I knew emergency numbers always overrode a keylock, which is why I got frustrated trying to remember the standard mobile emergency number (i kept thinking it was 119, but it doesn't work) and hit 000.
