Not possible. All the drivers for Windows prewrap the Ethernet traffic with the wireless headers, meaning its impossible to send out arbitrary packets with the necessary headers to host your own access point. Only Linux can do it, even then only certain wireless cards can act as a wireless access point as most do the wrapping in hardware/onchip. Prism2 wireless cards which are very rare can have the onchip firmware "switched off" and set in arbitrary mode.
