I think it depends on personality and situation. If you have no other option, you will develop relationship with people of different cultures. People tend to find the easier way in establishing relationship. So, most will choose to stick with the same kind. Definitely, more effort is needed to establish meaningful and deep relationship with people of different cultures. While in Florida, I am glad that I have my best friends who are white Americans, and a few who are Asians (from China, Philippines and Taiwan).
