If you can get there in person to apply, somewhere like the Bodleian Library or the British Library. Private membership costs money, and you have to prove need and provide a referee, but it's theoretically open to people researching, for just this kind of thing. I don't know if the current rules then allow for remote access, but it's possible.
Thanks for all the comments guys. So basically, 'do another degree' (or subset of) is the only practical way? Funny old world. Course I'm always up for another one but I did promise I wouldn't start another till I hit the next decade and I've got two years left there *&)
