If you have PS CS OR CS2 you can go to ---->Image Ajustments Hightlight and shadows to brighten the image up.

copy the base and do a multiply at what ever ocupancy you like

Multiply? Multiply will just make the picture darker than it already is.

sorry i miss read your question i though you were asking how to make the picture darker not how to get it that bright i felt pertty stupid after i commented
