It's always been a part of my cracktacular personal canon that Elle's unknown mother is French-Canadian, and Elle grew up in Québec.

Québec is the #1 producer of electricity in Canada! (LOL.) In fact, sudden electrical interference blew out Québec's entire power grid in 1989, when Elle would have been six.

Yeah, in March 1989, a sudden powerful electric current blasted through Québec's power lines, blowing out a bunch of transformers and shutting off the electricity to every single home in Québec. It was so sudden and mysterious that at the time, they thought it might be Soviet sabotage (haha). A government inquiry guessed that it was caused by a geomagnetic storm, but who knows? ;) That weird incident, coupled with her use of the phrase "pom-pom", has me thoroughly convinced that Elle is a native of la belle province.

P.S. The most popular drink amongst children in Quebec is something called "Sloche" ("Slushy"). ;)
