He asked her out constantly, and she turned him down every time.
» Personality:
At the core, there are two basic categories that Jiraiya can be split into. The first is that of the perverted man. The second is that of the legendary sannin.
Much of who Jiraiya is, is due to his childhood. In many ways, he mirrors Naruto when it comes to that. He wasn't a child who was raised as a natural prodigy as Orochimaru points out nor was he exactly the best pupil in the world. In fact, he was the one who would be tied to the pole without any lunch.
As well, he was a feisty child, rebellious and exuberant, even going so far as to tell Tsunade the first time they met as a team that it was nice to meet her and that she could send him a love letter later. He would of course continue to hound her and ask her out over the years but was always met with opposition, usually in the way of her fist punching him away. It likely never helped that he called her flat-chested. Still, that never stopped Jiraiya although he did grow to have a healthy fear towards her and doesn’t come off as quite the pervert in her presence.
Jiraiya's initial appearance did leave much to be desired. Although he had always maintained an allegiance to his hometown of the Hidden Leaf Village, he had been gone for many years from it, traveling around the world. As such, there are those who were not familiar with the shinobi (especially the younger generation who lack academic skills...). Add to that the fact that Jiraiya was spying upon girls, it doesn't paint a very pretty picture of the man.
Naruto calls him a pervert. Jiraiya of course objects to that, but not in the manner that one might think. He doesn't deny the fact that he is a pervert, but he isn't just a pervert, but a super pervert. Jiraiya clearly justifies his pervertedness to anyone who asks. He's doing research. He'll state that he is just doing studying for his novels as that is how he gets inspired for writing his series of books, by spying on women while they bathe. After all, peeping gives him inspiration to write better.
He'll tell the world that he is a writer first and that he is off getting researching, but he doesn't come out and say that he is a shinobi off of the bat. And, his ‘research’, while often does have to do with naked flesh, also involves keeping track of shinobi matters. While he does not say that he isn’t a pervert (and will state that he is a super pervert) when others call him that, especially Naruto and his ‘Ero-Sennin’, Jiraiya does dislike it. Otherwise, he seems quite proud of that fact.
Jiraiya isn't exactly what one would expect from a shinobi, let alone one of the legendary three. He's slightly offended when people don't know who he is. As he states, he is an amazing person and the epitome of manliness. He asserts that he doesn't like disrespectful or rude brats only to turn around this opinion of Naruto when he does his jutsu. Where as he had been telling Naruto to get lost and stop bothering him, once he saw that Naruto could transform into a buxom woman, his manner changed. While Naruto had been a fool before and an annoying brat, now Jiraiya called him a genius. 'Wow! Just my type of girl! What's this jutsu?!' He proclaims that now he will train Naruto where before he said he wouldn't, but only on one condition. That condition was that Naruto always be like that in Jiraiya's presence.
While one might think that a beautiful face can be used against Jiraiya, you are both correct and incorrect. While Naruto did succeed in getting Jiraiya to train him by turning into a woman, it doesn’t work well with others. (Although, Jiraiya’s reasons for training Naruto can go further than just the fact that he is able to transform. “I wouldn't need a guy like Sasuke. A boy who has been raised as a natural prodigy from the outset is no fun.” Jiraiya. “Hehe, you're looking for someone like yourself, aren't you?”Orochimaru) When the Atasuki tried to get a girl to keep him busy, Jiraiya did see through their plot. He tells them, ‘you don't seem to know very much about me... I’m better at getting girls then they are trying to get me.’
Jiraiya will go on about this, saying that although it might not look like it, that it is Jiraiya’s specialty. He states that he is not one who will fall under any woman’s feminine wiles, save perhaps Tsunade as she does manage to drug his drink. When someone is someone like him, he only needs to flash his sexiness to have all the woman fall at his feet. He will also proclaim that he has a certain amount of charm that is naturally appealing to the women. “Hah! A handsome devil like myself only needs his charm to persuade anyone!”
Jiraiya is also a show-off and when he fights, he keeps that jovial nature, even with his final battle. There is a certain flair to Jiraiya, reminiscent of a child who just never grew up. He is known to strike a pose while fighting, and he even becomes annoyed when he is interrupted while doing it, such as the case with Gamaken-san. He tells him that damn, 'Don't rock the boat when I'm striking a pose!' As well, even though Konan comes to him as an enemy, Jiraiya can’t help but compliment her, telling her that she’s improved her jutsu... and grown into one hell of a woman. Yet, despite the fact that Jiraiya can come off as a clownish individual; there is more to him than that.
He is a shinobi. He was trained by the Third Hokage and also trained Minato when the time came. While he initially states that, 'I'm the type that doesn't like to stick his neck into trouble', he clearly does care. He can be very serious when the situation calls for it as well as being very perceptive and intelligent, but in a manner he always keeps that care-free way about him.
During the second Great Shinobi War, Jiraiya was one of the few who impressed Hanzo that when it was all finished, in exchange for letting them live, they would be known as the Legendary Three Ninja. This title also goes to Tsunade and Orochimaru. Even though Jiraiya is a shinobi and will do what needs to be done, he isn't a cruel person. He can be serious and he is capable of handling himself in many situations, but deep at heart Jiraiya wants peace.
"But I believe that someday the day will come when people truly understand one another."

"But I haven't given up yet! I'm going to change the world with my books!"
Peace would always be something that Jiraiya would strive for. While Orochimaru suggests that they simply kill the orphans in Amegakure, Jiraiya instead offers to stay behind and help them. He remains with them for some time and trains them to look after themselves. He also tries to help them understand the world and is saddened when he hears about their fate.
To Jiraiya, being hurt will just breed more feelings of hatred towards the one who did the hurting. Yet, when someone hurts another, they have to deal with the hatred that it causes to themselves. Knowing what it feels like to be hurt though is why one should try to be kind to others. It is what makes humans humans. Even when he is trying to get information out of prisoners, Jiraiya does not use extreme force.
While some shinobi might use deadly weapons or try to get information through pain, Jiraiya doesn't go that route when he knows that it is not needed. Instead, he tickles the information out of them. Of course, if that doesn't go as planned, Jiraiya will also bluff his way through it. "If you're not giving me anything, then I'll just use my jutsu to... turn you into a frog! T...urn you...into a frog." To Jiraiya, a shinobi is someone who always stands firm and endures, no matter what, for a shinobi should have the spirit and the guts to never give up. He should never go back on his word, never give up no matter how bad it gets.
It can be noted that the one main difference between Naruto and Jiraiya is how they deal with the betrayal of their comrades. Where as Naruto is willing to continue to pursue Sasuke and get him back, Jiraiya tells him to forget him. He should remove him from his mind for does a true friend injure their companions? Sooner or later he know that Naruto would have to face his fate and he didn't want Naruto to go through the same thing that he did.
Yet, Jiraiya also isn't blind to his own shortcomings, but understands them quite well. He couldn't save his friend, Orochimaru, nor could he protect his student or his teacher. He thinks that compared to the great Hokages that came before him that all of his accomplishments have been petty and insignificant. To him, he wanted to die like them. He had come to a conclusion about how his life would end a long time ago. He thought that his flaws were just amusing distractions and that his failings would build character within himself. In return for all those losses and mistakes, he would be granted one final and great adventure, and die a death befitting a true shinobi. In the end, he wills himself back to life to do just that, refusing to give up despite how battered his body is. As Minato told him in the past, that he liked the protagonist of his book that didn't sell well because he refused to give up, even at the end, and that was really cool, just like Jiraiya.
When he was younger, a prophecy was made about Jiraiya and given to him by the Great Toad Sage. He was told that in the Great Toad Sage's dreams that he would become both a pervert without equal (something Jiraiya eye rolls at, wondering why he had to be so specific about that) as well as a shinobi of incredible talent. He would someday take a pupil that would become the harbinger of a great revolution. They would either finally bring peace to the world or utterly destroy it. Of course it is not until many years later that Jiraiya learns the truth of this but he does become a pervert. To him, Naruto is the destined child and he leaves the rest up to Naruto with his death.
Overall, Jiraiya has many quirks. He is a legendary sannin, but he is also a perverted man who writes his books. His first book was the story of a ninja, but it didn't sell well and Jiraiya states that maybe he should try and sex up the sequel, which seems to have been the case. While traveling and training with Naruto, he did get him to read over his stories but Naruto just never understood the art of them and said they were boring.
This would allow him to understand the coded message that he leaves behind, for only Naruto would see that the 9 wasn't a nine. Due to his books, Jiraiya is a wealthy man for they are fairly popular. Despite this, he is more than happy to spend Naruto's money after telling him that he shouldn't spent it all. Just like how he is quite good at avoiding being caught when spying on women, he is also good at avoiding paying the bills.
He was asked to become Hokage before Tsunade, for he was told that they needed a strong leader to rely on, but Jiraiya turned them down, saying that unlucky for them, he wasn't the type for it. Jiraiya is a crafty man though, intelligent, perceptive and strong both physically and mentally but he simply felt unworthy for taking such a role. In his own mind he had failed his teacher by allowing him to die.
He does offer to set out to find Tsunade and is able to guess that Orochimaru had been in contact with her. Even if he does hold feelings for her, his allegiance first and foremost is to Leaf Village, telling her that if she does betray the village, he will kill her. He becomes a valuable asset to her afterward, being a trusted friend as well as a good advisor. When he knows that she is loyal still, he becomes her confidante and spy, willing to take missions even though she might not want to send him on them. He placed his faith in the next generation as the solution to all the hate in the world.
» Appearance:
Jiraiya is a tall man, standing 6'2” (or 6’3”) tall, weighs 192 lbs and could be considered ‘tall and athletic’ for his stature. For a man his age, he is in good shape, and this is likely due to the fact that he is a shinobi and they lead a fairly active lifestyle. He has extremely long white hair that goes down to about his knees. It is usually held back in a loose ponytail and it is kept that length as it can be used in one of his jutsu. It is rather spiky in look, and he has two shorter pieces on each side of his face that go to just about shoulder-length. His eyes are a brown colour and he also has two red lines like tears running beneath his eyes. In his youth they were shorter but at his current age they dip below his jaw line. When it comes to attire, Jiraiya does not wear the typical shinobi attire, which usually consists of a green vest and blue clothing (although he did on the past). Instead, he wears a pale green kimono shirt and matching pants, belted at the waist. Beneath them, at his chest, arms and legs, he wears mesh armour. He also wears green hand guards over that. Like a shinobi, he wears a forehead protector, but unlike others who will have the insignia of their village on it (or their allegiance), Jiraiya has the kanji for oil. On his feet he wears geta and over his green kimono he wears a red vest that hangs to partway down his thighs and also has two yellow circles on it.
