I disagree with most all of this. But mostly I disagree with the firearm must be shipped and that brass has to be turned in for new ammo.
Shipping errors can happen, typos happen, boxes are left on doorsteps in certain parts of the country where it's hard for people to be home when the carriers come by, other people at the location are allowed to accept packages, there are all kinds of issues with this.
There are semi-automatic pistols that would fall under your rules as okay, ones that discharge the brass as you shoot. If you live in the country here you're likely to target shoot in your back yard or an outdoor range. This combination can cause brass to be lost in the dirt.
And that's just the smallest of my issues with your laid out plan.
Not to mention that even in countries where firearms are totally banned there are still deaths by firearms.
In 2010 there were 8755 murders where a firearm was used in America. In the last 2 decades there were on average 32,200 deaths per year by firearm in America. (Including accident and suicide

It is not so much the criminals that are the problem, it is the laws that are lax enough for them to get their hands on weapons that can cause far more death and injury than they otherwise would

I guess my comments apply to the US. Stuff like that would not work here.
Controlled substances are illegal but are cheap and plentiful here in Texas. Slightly pricier and somewhat less available up north.
I think the fact that the Feds not doing their job and adequately securing the southern border would make these laws just as pointless as The War on Drugs™ for that reason. It would just make for even more filled prisons and fatter profit margins for the corporations with their hands in those cookie jars. Do I trust my government not to fuck this one up? Nope. They fucked up and are denying Fast and Furious, which armed the Cartels and is responsible for the deaths of two border patrol agents and hundreds of Mexicans, if not more.
As long as the border is not a priority, the wrong people are going to be inadequately armed and those Cartel assholes make James Holmes look sane and rational.
