People aren't born with social skills-they learn them as they grow up. Some have a harder time than others. But trust yourself, believe in yourself. I'm sure you have a better idea of how to begin a friendship now than you did in second grade.
If you annoy people, they'll tell you, and you'll leave them be. Really. If you annoy them, they will tell you.
On another note, if people like you, they'll tell you that too.
You're a smart boy. Develop a bit more confidence and you'll be all set. (To take over the world..no, just kidding.)
