Personality:
To sum up Ciel in as few words as possible, it would be a calculating and manipulative gentleman. He is head and sole heir of the Phantomhive family, as well as the head of the Funtom Company, which he created himself upon his return home. He tends to give an air of detachment and disinterest in the affairs of others, only speaking to those he is not intimately familiar with when it is necessary. Any emotion expressed to such people besides a cold demeanor is solely for the purpose of manipulation for his own means, whatever they may be. He is incredibly distrustful of others, keeping everyone at arms length. He's also a bit of a brat, and enjoys sending his butler slash demon, Sebastian, into seemingly unattainable situations, just to see if he can manage to get the demon onto his knees in defeat. This has never worked, however, much to Ciels disappointment. 
He is incredibly mature and responsible for his age, practically a young man in a child's body with all the duties he upholds, and extremely intelligent. If one was to compare life to a chess board, Ciel has the intellectual ability to see several possible moves ahead of himself-- a cold and calculating sort of child. He prefers to have situations within his grasp and control; one could say he feels safer that way. He is extremely competitive and will never settle for a draw-- there must be an established winner, else Ciel won't be satisfied However, despite this, he is a very graceful loser, and will not hold anything against you for it. But, he is also very arrogant and confident to an almost childish extent, so he doesn't really consider it possible for himself to lose anyways. Obviously if you are capable of besting him, you are quite worthy of it. This arrogance is a significant flaw in his character, and can be used to his disadvantage. Also, he is rather sly and mischievous, a smirk often finding its way onto his face. Rarely will he offer a genuine smile-- it is almost always for show.
Ciel hadn't always been the way he was today-- as a child, barely younger than he is now, he was quite kind and cheerful, and slightly shy. His cold mask grew from his traumatizing childhood-- his family was murdered and he was kidnapped, tortured and branded on his back, implied to have been molested or raped, and was to be used for a human sacrifice-- in fact, he was indeed stabbed in the chest before he was saved by the demon he had subconsciously called forth. Because of this delicate past of his, Ciel does not like to be touched, unless you are close to him-- and even then he can be quite uncomfortable with it, especially if he is touched without warning. He is paranoid and sleeps with a gun under his bed, and if you startle him in the night there is no guarentee he won't pull it out on you in a panic, especially considering his often night-terror ridden sleep. He especially doesn't like others besides himself and Sebastian to see the burn mark on his back-- especially Lizzie, so that she won't be in a worry. His past causes him to have triggers, notably by seeing large amounts of blood, enslaved children much as he had been, and others. 
Despite the uncaring nature and attitude Ciel masks himself with, he is deep down a rather caring individual. Considering his soul has been stated to be pure and white, one could argue that a lot of Ciel's actions could be a front to protect himself from further harm. For example, Ciel has a fiance, Elizabeth Middleford. It was an engagement decided between their parents, which he claims he still up-keeps for the sake of appearances and necessity. However, when it comes down to it, Ciel is very protective of Lizzie and her wellbeing. Even though he doesn't show it, and most certainly doesn't say it, the young Earl cares quite deeply for Lizzie, and would do anything to protect her. He doesn't give out his trust or affection very easily, after all, so this is a very significant piece of his personality and feelings. If there's one thing you could most certainly use on Ciel to manipulate him into action, it would be by placing Lizzie in peril. (Good luck doing that, though, she could beat your ass up without batting an eye. ...Not that Ciel knows that as of yet, however.)

Abilities:
He has no supernatural abilities whatsoever. He does, however, have a contract with a demon, giving him control over his every deed and command. But obviously, that isn't applicable in this particular case unless a Sebastian were to come to the Tower.
He's extremely intelligent and speaks both French and English, and while rather frail and weak, he knows how to shoot a gun, fence, and hunt. He's perceptive, knowledgeable of worldly affairs (at least, from the time period in which he comes from), and runs a whole business and household.
He is pretty much an adult in a childs body, for tldr.
Sample Entry:
The cup was raised to his lips in an elegant manner, fingers grasping the handle with a light and delicate touch, a royal poise he had been taught since he could stand on both feet. It took a single bump to throw his tea time concentration into a whirl of chaos, for his quiet serenity to come crashing around him. His cup, his one piece of his most expensive china set, loosened from his grip, crashing to his desk with a crack sickening to the ear. The warm brown liquid seeped and coated his documents, soiling and ruining the papers beyond legibility.
A pout crossed the boy’s face, staring at the mess with disgruntled distaste; almost like a child scowling at a broken toy. That was his favorite piece, his most treasured and favored cup, cracked open upon his desk like a skull on the road by a killer with a distinct lack of taste and elegance-- much like that of the case he was currently investigating. There was no beauty in the destruction of something so precious, so delicate.
There was no sin greater than that of breaking a tea cup.
Important papers discarded from notice, the earl heaved an annoyed sigh, leaning back in his chair. Well, he certainly wasn't going to clean this mess up, he was much too important for that sort of work. So... who better to deal with a sin than one who delights in them?
“Sebastian. Clean this up immediately.”
That was an order.
