I'm trying to get a feel for the current job market. Everywhere, really, but since I'm looking at chip design, processor design, and ASICs (I've got a M.A.Sc in electrical engineering - embedded processor architecture), any job hunting I do will naturally bias towards southern California, so inside information in that area is particularly useful

High tech (my field) is mixed: There seem to be plenty of programming jobs, and IT jobs. There are next to zero engineering jobs, though (my specific field). Although it IS improving, it's just not quick enough... Vancouver is a bigger draw for high tech companies.
Salary: In the private sector, generally you can expect slightly lower pay for the equivalent job in Vancouver (or Calgary, e.g.). However, I think this is more than offset by the cost of living.

Sorry I can't help more.
However... If it's just the cold that bugs you, Vancouver has the same climate as Victoria (except just a splash rainier). If your job exists in Canada, it exists in Toronto, Calgary, Montreal, or Vancouver for certain. Other places (including Victoria) maybe, but those 4 for sure, and the only one of them that doesn't get cold is Vancouver.
