Tibet is a highly homogenous area, though. I'm sure that if there were some sort of cultural diversity not imposed by the Chinese, there would be cultural tensions, e.g, discrimination.

but if the dali lama was against discrimination there wouldn't be discriminitory laws and perhaps would have anti-discriminitory laws.
