Well, first of all because it's comfortable.

[Unlike Kotai at the moment, which was why she was getting called back into her Pokeball as soon as Otacon was sure he wouldn't fall over once she was gone.

Secondly, Tanabata's tonight. I figured a town like this would definitely have some kind of celebration for it.
