Liquid Snake [ Metal Gear Solid ] Heather Mason [ Silent Hill ]
'And what makes you think that you could stop me?'
Liquid frightened Otacon at first, but only at first. Lately, after seeing how full of fail he is in Johto, any illusion of fear has gone right out the window. In fact, he's been doing the best he can to be nice to Liquid--where this one's younger, Otacon's hoping he can keep the peace between him and any Snake that might appear.
'You must see a lot of pretty crappy stuff.'
Otacon adores Heather. She's a snarky little teenager, and somehow that reminds him of his stepsister that died just before he came to Johto. As such, he's a little protective and worries when she goes off to do something insane like confront bees with deadly chemicals. All in all, he's subconsciously wanting to make up for failing with Emma by befriending Heather and keeping an eye on her.
Yayoi Takatsuki [ The iDOLM@STER ] Kujikawa Rise [ Persona ]
'He~h... um, thank you very much, then!'
Yayoi is just...cute. Period. She might be a little bit of a derp, but Otacon can't help liking her. She's like a walking case of diabetes with pigtails. Although he advises keeping her Krabby far away from jars of peanut butter.
'Egg. Sheep. HATCHING.'
Rise sort of makes Otacon think of Mei Ling, in the sense that she's a young, cheerful, adorable girl. And she seems friendly, a quality Otacon happens to like quite a bit.

'I suppose my real love is anatomy.'
There is only one word for Otacon's thoughts on Stein, and that word is 'ASDFGH'. He is incredibly creepy, and what the hell is up with that bolt THROUGH HIS HEAD AAAAA

'You sound like you definitely know what you're talking about.'
asdfgh this kid. Otacon really likes Yuugi despite only having talked to him once; he's kind of adorable, after all. Not to mention seemingly having a tendency to blame himself for things--Otacon can identify with that.
'Whereas I do have a tendency to, well, run.'
Like a few others on this list, Otacon's not yet sure what to make of the Doctor just yet. All he knows for sure that this guy would seemingly rather run than fight...which makes him awesome by this nerd's standards. Nonviolence is the road Otacon much prefers, and rarely sees any others taking it.
James Sunderland [ Silent Hill ] Issei Ryudou [ Fate/stay night ]
'Do you think it's going to get more dangerous as we go on?'
James seems pretty normal, and normal is something Otacon appreciates a lot. He doesn't know James well, to be fair--and would probably flip a table if he knew the truth about his wife--but for now he just appreciates someone else that seems average and harmless.
'To do anything else would either be impractical or not up to my standards of behavior.'
Issei...seems odd. Not necessarily unnerving or anything, just...odd. So far Otacon's noticed he has an oddly formal way of speaking as well as a bit of a stubborn attitude.
