It's Toby Markham, a costumer from Chicago who usually dresses as Jack Sparrow (sometimes even dressing as Jack in stormtrooper armor) at various conventions. He's also done Willy Wonka (Depp version), Darth Maul (at the Episode I McClurg Court Line in 1999), Sweeney Todd (Depp version), etc., etc. One of his newest creations is Joker (Ledger version).
