I highly doubt they'll give him a medal, especially if Whittington dies. If anything, Cheney has been causing nothing but problems for the White House.
This article ["Handling of Mishap Creates Strain in the White House"]in today's New York Times suggests that it was Cheney's camp keeping this under wraps rather than the main line of the Administration. Spokesman McClellan (who made the tasteless jokes, yes) hinted that the Bush camp was kept out of the loop. In fact, when McClellan was making those jokes yesterday morning at the press conference, he had not even been alerted yet that Whittington had suffered a heart attack.
"No one in Mr. Cheney's office passed the word to Mr. McClellan, senior officials at the White House said, adding that the press secretary would never have joked about the shooting accident if he had known about the turn of events involving Mr. Whittington

cheney IS the administration... i mean, really, its not like bush is making these decisions... he just makes his appearances when needed, and reads his speeches (rather poorly, i might add) when they're placed in front of him. he's a puppet.
