There were plans: Southeast Lousiana Hurrican Evacuation and Sheltering Plan ALL levels of management failed because of the panic - Parish, city, state, and federal. There were hundreds of buses that were *not* used to evacuate and were instead left to cause environmental damage (petroleum leaks).

blame is a big word being thrown around now. "who's to blame?" My belief is that there was a total system failure and all involved should be fired/resign...all the way to the top of each level (Parish president -> mayor -> governor -> president). Why make evacuation plans without testing them? Its sad that it has had to come to the level that it has.
