That would be because to take the HPT you have to be on your P1's for at least a year, but if you're over 19 then you can take the HPT test after only 6 months of being on your P's...

It's like that whole rule about you can get your full licence after two years on your P's or after you turn 19, whichever is longest... For some reason they think 19 is a responsible full licence age! Haha!

That's so retarded that they didn't know the rules properly!! At least they gave you the receipt and aren't going to make you take it again. I've still gotta get my P's... By October I'll be there!! Earlier if possible!! =P

A friend of mine had a similarly dumb experience. She was driving her husband's car on her Ps and was caught speeding by a camera. Barely over the speed limit. Nothing huge.

The fine went to him. She thought she'd do the right thing and say it was her driving. She had her licence taken away and wasn't allowed to drive again for 3 years. By then it was the new Ps system you're on and it took her another 3 years or so to get her licence, all the while with an axe over her head lest she screw up again.

She kept pointing out that she CHOSE to tell them it was her driving the car. There was no obligation for her to have done that.

And people wonder why kids these days grow up jaded and without incentive for honesty. Bah.
