I generally agree with you James. I will usually only not tip if the service was absolutly awful. I try to be mindful of the fact that it is not always the waiter/waitress fault, either the managment didn't staff enough so there is too few people for the amount of customers or the kitchen is just slacking off.

What is there incentive for good service if they know they are getting a tip already.
