what it does is make it legal to go ahead and shoot someone if you think you are going to be harmed. it is based on a bill that passed in florida last year. florida has the most lax gun laws in the entire nation. note that it is supported by the nra and the christian coalition. this is not intended to protect the general safety of the public, and it certainly won't help.
